In the early 1980's, the United States Department of Defense funded a secret research program called the Francis Project. The events resulting from this research were eventually released to the public in the form of a novel called Watchers by writer Dean R. Koontz. The book portrays itself as a work of fiction, but in 1997, four people from various branches of the U.S. intelligence network discover differently. Background Information
As a joint effort between the CIA, the FBI and the NSA, Raymond Carver, Ardent Morris, and Michael Torrence along with a U.S. Special Operations team, headed by Captain Ryan Dallas, and two biology specialists, perform a night assault on a top security research facility in Albania, hoping that the recent upheaval and subsequent violence in that country would cover any damage done during the assault.
