What has happened to your character... Ok, so Michael Torrence goes back to work for the FBI. Administrators in the upper echelons of the organization decide that he would best serve his country by acting as an instructor for fledgling police organizations overseas. He is assigned to the Education Program in Budapest, Hungary as an instructor to help them learn how to deal with organized crime, new computer systems for tracking criminals, domestic violence, and drug prevention enforcement. Before he leaves for Hungary, he takes a short course in Hungarian (you get Language-Hungarian at 0.5 pts). Additionally, Assistant Director Hooper calls Torrence into his office for a private conference. Hooper tells Torrence that in a joint effort with the CIA, the FBI is interested in learning who is in charge of the Hungarian mafia. Part of his teaching assignment will involve helping the Hungarian police solve some cases and that he should keep an ear open for information which will help define the structure of the Hungarian mafia. The Hungarians are horribly inept at dealing with organized crime. Most criminals arrested who are associated with some criminal outfit are quickly released (bribes, death of officers, really poor evidence). As the FBI helps the Budapest police force improve its technique, a picture of the Hungarian mafia devlops. The crime in Hungary is divided into three groups who have ties to the organizations in Poland and Russia. There is little evidence of inter-organization competition/violence at this point, possibly because there is so much new territory unfolding that competition is unnecessary. Small clues point to the existence of an uber-organization called either Phoenix or Firebird. A computer search pulls up several companies, foundations, and societies with either of these names. After three months of investigation, Torrence narrows the leaders of the Hungarian Mafia down to three men, Lajos Karoli, Matyas Bujony, and Imre Corvinus. Lajos Karoli is the president and Chairman of the Board of a company called the Flame of Phoenix, a company which makes frozen food. Imre Corvinus sits on the board of the Kossuth Foundation, a research foundation which supports basic research in the biological sciences. The Kossuth Foundation funds several grants based at the European Molecular Biology Laboratory. The Foundation, itself, is funded in part by the Firebird Foundation, another Foundation whose Board members' identities are unavailable for public perusal. Matyas Bujony doesn't even pretend to have a legitimate job. He just lives off the excesses gained by his criminal activities. Who does Torrence investigate further?
