Since you don't want to be carted off to a psychiatric ward, you
don't request dossiers on your fellow officers.  Instead, you chat them
up during lunch, breaks and dinner, acquiring all the information that
you want about them.

No.  But, then, if they were disciplined, then they wouldn't need to be
trained to ethically-correct police procedure and Torrence
would not be in Budapest.

Torrence is unable to uncover additionaly information on the Firebird
Firebird Foundation.  The Foundation, except for providing money, and
the bare essentials in tax records, could effectively not exist.  It has
not building, no phone number, no holdings.

Since Torrence is unable to acquire any information about the Firebird Foundation, he investigates the Kossuth Foundation. The Foundation provides grant money for several legitimate research projects in progess at the European Molecular Biology Laboratories (EMBL). These projects provide a yearly update for grant renewal and these reports are available for public perusal. However, the Foundation also funds four projects which do not produce yearly updates or any sort of publications in scientific journals. One of these projects is located in a top security facility in Albania. Additionally, a query into the other organizations providing monetary support of the Kossuth Foundation reveals that these organizations are funded by a secondary tier of non-profit groups which are in turn funded by the Firebird Foundation.
